I don't think that it needs to be a higher rank. I assumed that it was dispelled normally, but I forgot to ask about turns. You're right.

First point, it is actually a bit different from its canon relation:

Description:
Unlike other fire-based jutsu, this jutsu allows the user to breathe out a cloud of superheated ash capable of causing third-degree burns. Because it is ash and not flame, the ash remains in the air around the target, and therefore remains potent for a longer period.

Notice this technique has no rank and is also a lot stronger, it causes much more damage and the ash cloud stays around the target longer then the other technique.

As for the genjutsu, it is as easy to get out of as any other C-ranked genjutsu, I didn't think it was necessary to put that in. This isn't actually a genjutsu that transports the user to another world, instead it puts in illusions of falling ash.

Alright then. Is the Flame Flammable by other Fire? And since its partly a cloud if it was to be blown away by wind is that possible. Just these 2 querstions on my head Sorry for the randomness

Yes to both, the ash is flammable to any other katons and can be blown away by wind jutsu of the same rank or above although the cloud only lasts for a few seconds in this technique anyway.
