Accepting Applications and customs

New Rule!
For any custom application rather it be from Jutsu, Weapons, Clans, and CHARACTER APPLICATIONS. There will be a need for 2 approvals from mods/admin before it is final. Here is how you will be accepted.

A mod will make the first approval then moves the application to the "awaiting second approval section" THEN an Admin must make the second approval and move the application to the "BINGO BOOK"
OR
Admin makes first approval then moves the applications to the "awaiting second approval section" and then another admin makes the second approval and moves the application to the "BINGO BOOK"

ONE LAST PART. The Summonings

The summoning will not need 2 approvals if Paks is the one who made the approval.
