Anei's Custom Storm Jutsu

Name: Dendou Tonsou (Electric Escape)

Description: Similar in principle to lightning armor, but much faster. Using some sort of metal equipment worn as a conductor, the user sends a sudden jolt of electricity between conductors/from the conductor across their body, or through it. Since it works so quickly it is hard to use this as an armor or shield, and is more useful after the contact of an attack is made, as a sort of counter, or to jolt the enemy to escape from a grab of some kind.

Description: Using the metal bands and bracelets he wears, Anei channels electric energy through them, as well as his hands, which are in proximity. This gives him an electrifying touch. If he is holding his katana the electricity also flows through his weapon, giving just a little extra force and affect to his melee blows.

Description: Using his powerful mind to focus on the connection between the physical and spiritual energies that make his chakra, Anei is able to for a very short period of time utilize his electric chakra, and use it to manipulate his body. For less than a second, Anei’s body can be completely transformed into electric energy, lightning, and move just as fast as lightning does. Being basically a mass of electric energy, Anei is able to all but teleport to other nearby spots very quickly. If there is a thunderstorm above the area, he can use it to travel larger distances within the confines of the storm. (MK. Raiden’s teleporty thingy? Yeah like that XD )

Description: Utilizing his innate lightning ability and his knowledge of the wind element, Anei is able to put a certain amount of chakra into the air, charging some with lightning, some with wind, and combine them in a way that causes a thunderstorm to erupt above the area, growing as time goes on. The longer he holds it the more chakra it consumes, though if he dispels it and no longer puts any chakra into it; it takes two posts for it to fade away. As the storm is artificial, Anei can control some points of it, such as where lightning strikes from it, although that ability lays within the realm of the Ikazuchi no Kiba Jutsu (Thunder fang)

Description: There must be a storm present on the battlefield for this jutsu. If it is a storm created by the user, it costs less chakra. Anei is able to use the wind and lightning in the storm to attack for him. He can control the winds to blow around the target where he sees fit, causing some blunt damage and minor cuts as he does, juggling them through the air. He can also cause bolts of lightning to straight the enemy caught in the storm’s winds, though no more than three times. Less chakra is used for this technique if Anei created the storm himself, since his chakra is already embedded in the artificial storm; it takes less energy to control it. (No max range because it depends on the range of the storm)

Description: If fighting under a natural storm, Anei can allow himself to be struck by lightning, converting the elemental energy into chakra. As storms he makes himself used his chakra to begin with, he cannot regain chakra from them. Restores 15 chakra, but consumes 5 to guide the bolt. Can only be used once.(The limit on restoration of chakra was 5 chakra, up to three times, I have combined them for this move, just so it all comes in one clump)

Description: So long as a small amount of chakra is stored before hand, (since it would be difficult to use any jutsu instantaneously) The user can send a surge of electrical energy from their hand or their weapon into the opponent’s hand/weapon upon contact (i.e. a block or blocked attack). In truth it does little damage, but serves as a surprising jolt, adding to the recoil affect that comes with melee combat moves.

Description: Using his wind chakra and knowledge of storms, Anei can simulate the deafening roar of a thunder clap, which usually is startling at normal distances, but at close range, (Stand next to a lightning bolt when it strikes, its loud ;p ) causes a deafening noise, silencing the target’s hearing to all but a ringing noise, causing dizziness and a heavy headache (not painful but a lot of pressure), occasionally ear bleeding. Causes no lasting internal damage, but serves to disorient or incapacitate an opponent temporarily.

This I think should be a B rank, and the CK cost is too low foe the rank already... hm. This is debatable.

I think the only thing wrong is it takes acouple minutes to fade away, you should be specific with things so you can't change it up in different rps.

It just seems really powerful to me... It's 2 CK every other post to mantain a thunderstorm, which than makes your other jutsu somewhat easier, and if you want to hit someone with a lightening bolt it's 4 CK every other turn. Plus there's a phase where you're not paying CK but it sticks around. I don't know. T.T Anei-san, I'm sorry that I'm not being more definative.
