2 ADMIN RULE FOR CHAR. AND CUSTOM APPS

Alright, i think for the sake of balance there should be 2 admins to approve a custom app and Char. application. We can do that since more then one admin is always here everyday. Also its good because just in case one admin forgot something the second admin can help out and point something the other missed. Me,Washi, And Paks agree on this rule. Since me and paks are both admins im going to go and make that rule and post it for the other to see. If the other admins agree or not let me know once you
read.

EDIT: For the rules of approval i want to include mods in this. Also i want to make a section so the apps waiting a second approval will be stored before they reach the bingo book. One more thing i want to explain what i am talking about when i want to include mods.

EXAMPLE OF APPROVAl

Mod or admin makes first approval (Note: ONLY MODS CAN MAKE A FIRST APPROVAl NOT A SECOND ONE)
The mod or admin moves the app to the the "awaiting second approval section" WERE an Admin will make the final Approval and move the app to the bingo book.
